Storyline:
The Police Commissioner of Chennai, Raghavan Maraar, receives a call from an unnamed man who threatens to detonate bombs across the city if he doesn`t release four terrorists who he arrested years ago. The commissioner finds himself torn between releasing the terrorist and preventing the bomb blasts, as the city`s fate rests on his decision.
